While you are actually training or shaping the behaviour you want, it is best to give a positive reward every time the act occurs. But from then on, if the behaviour is not reinforced, it may fade away. If you don't reward the hawk for coming to you it will, after a while, become slow to come and eventually stop coming at all. On the other hand, if you reward it every time, it will start to take the reward for granted and become complacent. It is better from then on, to reinforce using a variable schedule which in practice means rewarding about every fifth time.
But the schedule of reward should be random, not regular. In other words in ten calls you might give two or three rewards in total, scattered randomly among the ten calls. You might reward twice in a row and then nothing for seven or eight times.
Ciao,
Giacomo.
